Undersecretary, Regional Operations Group (ROG)

Ms. Zenaida Cuison Maglaya started her career in government as a MASICAP Scholarunder the then Department of Industry, where she was assigned in Northern Mindanaoand Eastern Visayas assisting small and medium entrepreneurs in preparing projectfeasibility studies to enable them to borrow money from the bank.

In 1987, she was appointed Director of the Bureau of the Domestic Trade Promotionrationalized the conduct of trade fairs to better serve the marketing needs of small andmedium entrepreneurs (SMEs) and mounted the first National Trade Fair or NTF. In 2002she was appointed as the Project Manager for One-Town-One-Product (OTOP) ProjectShe was Assistant Secretary for Regional Operations Group then.

She then became Undersecretary for Consumer Welfare and Business Regulation, whereshe spearheaded the setting up of DTI Direct – the Department’s quick response mechanism for entrepreneurs and consumers; and the DTI Bagwis Awards, giving duerecognition to establishments that uphold fair and honest business practices andchampion the rights of consumers. She supported the integration of fair trade andconsumer laws in the curricula of secondary and alternative learning education. Jointlywith the Department of Education.

As Undersecretary for Consumer Welfare, Ms. Maglaya was the Department’s anchor inthe DTI-ABS-CBN multi-awarded consumer advocacy program, “Konsumer Atbp(KATBP), together with DZMM’s Mr. Alvin Elchico. Now on its 11 th year, KATBP, hasbeen awarded the 2008 Catholic Mass Media Award’s (CMMA) Best Education Programfor Radio and the 2009 and 2010 Kapisanan ng mga Brodkasters (KBP) Golden GlobeAward’s Best Public Service Program for Radio. In 2011, Ms. Maglaya obtained the 2011KBP Golden Dove's Best Public Service Personality for Radio.

She is currently Undersecretary for Regional Operations supervising sixteen (16) regionaoffices nationwide. As the Department’s implementing arm to achieve Inclusive GrowthROG leads the Department in ensuring sustainable development of the micro, small, andmedium enterprise (MSME) sector thru banner programs such as Negosyo Centers, theShared Service Facilities (SSF), SME Roving Academy, and the OTOP, to name some. Undersecretary Maglaya was conferred the Presidential Lingkod Bayan Awards in 2007the highest category of the Civil Service Commission’s Honor Awards Program.
