He was born in Chile, graduated as a Civil Engineer from the University of Chile. Right after defending his thesis in Chile, he received a Mombusho (Ministry of Education) scholarship to pursue his Master’s and PhD degrees in Civil Engineering from the prestigious Tokyo Institute of Technology. Joined first Pacific Consultants International (PCI) in 1999 until 2008, when PCI was acquired by Oriental Consultants Global (OC Global), his current mother company.

Most of his career has been linked to Philippines, where he landed in December of 1999 for a short 2-month assignment. Twenty years later and he is still here, working in railway and mass transit projects in Asia and Europe, but mainly in the Philippines where he has been the Project Manager of the final stages of the LRT-1 CAPEX Project Phase II Packages A and B. He was also the Project Director of the LRT-2 Maintenance contractor between 2007-08.

He has been the team leader of several studies in the Philippines: NorthRail, MCX, BCDA Monorail, Line 2 Extension, and East-West Rail, and participated in all the NSCR studies, thus being extremely familiar with the railway conditions in Manila and the NSCR Project specifically.

Dr. Müller was recognized in 2014 with the International Collaboration Award from the Japanese Society of Civil Engineers for his achievements and contributions to the success of Japanese Railway ODA projects in the Philippines and the technical exchange between Filipino and Japanese engineers.

He is currently the Project Director of the NSTren Consortium, the General Consultant for the NSCR N1 (Malolos - Tutuban) Project.
